Purpose
This course is designed to give participants the necessary skills and knowledge to operate a crane safely and efficiently on an offshore facility. Actions may include transfer of equipment to and from support vessels; transfer of personnel using appropriate approved equipment; safe management of loads during diving operations and other complex lifts at sea.

The successful candidate will:
• follow occupational health and safety workplace procedures
• ensure that lifts are conducted within operational/environmental limits
• verify the integrity of the crane prior to use
• check communications
• verify that cargo meets company lifting standards
• establish lifting/discharge sequence
• conduct the lift safely.

This training is a requirement in Australian waters in accordance with the National Offshore Petroleum Safety Authority (NOPSA) Assessment Policy (Ref No: N-04000-PL0050) as outlined below:

4.10. Assessment of Competency (Extract)
As a matter of policy, and in light of the specific risks associated with lifting operations, NOPSA will apply this assessment to competency of crane operators in particular and assess competency schemes for suitability using the nationally endorsed Unit of Competence (PMASUP305A Operate Offshore Cranes) as a standard.

Pre requisite
It is recommended that participants in Australian waters hold a current Dogging (DG) High Risk Licence and logged hours in crane operation. Those operating outside of Australian waters are required to have logged hours in Banksman/Crane Chaser duties and crane operation.

Course Content
The Offshore Crane Operation training plan is based on the unit of competency from the Nationally Endorsed Training Package, PMA08 Chemical, Hydrocarbons and Refining within the Australian Qualification Framework (AQF):

Legislation in the Workplace - AS 2550.1 Safe use of Cranes; Norsok Standard R-003 - Safe use of lifting equipment; Offshore Petroleum Act 2006; National Offshore Petroleum Safety Authority Safety Case Guidelines September 2004; Petroleum (Submerged Lands) (Management of Safety on Offshore Facilities) Regulations 1996 ; Statutory Rules 1996 No. 298 as amended and OHS Regulations 1996
Plan and prepare for lift – Determine job requirements; hazards, environmental requirements for the lift; Company policy and procedures; suitability of load; correct selection and inspection of equipment and resources; safety and environmental requirements; contingency plans; safe working area requirements.
Conduct routine checks of the crane - pre-operational equipment checks; start up procedures and check crane controls; communication systems; emergency safety devices.
Communicate with work group - Communicate job sequencing; advising team members; identify and use various communication methods.
Operate crane offshore – determine load destination and check landing area; conduct trial lifts; lift, move and place loads; response to changes; communicate to coordinate safe movement.
Shutdown crane and review operations – clear and dispose of materials; shut down crane; complete work completion procedures; Review operations, report and record findings.

Certification
Competent candidates will be awarded a statement of attainment indicating the successful completion of PMASUP305A Operate Offshore Cranes.

5 days – for Inexperienced Operators
3 days (Offshore Endorsement) – for Experienced Operators

$2000 per person (5 days) – Inexperienced Operators with prerequisite qualifications (Dogging Licence)

$1750 per person (3 days) – Experienced Operators with prerequisite qualifications and evidence of previous experience (Logbook)
